For example, some of them:<\/p>\n\n\n\n<ul class=\"wp-block-list\"><li>are not tagged properly &#8211; for example, they do not contain heading structure<\/li><li>are not written in plain English<\/li><li>are online forms that are difficult to navigate using just a keyboard<\/li><li>contain images without a textual description<\/li><li>include complex tables<\/li><li>are forms which have guidance in a separate PDF to help completion<\/li><\/ul>\n\n\n\n<p>This mostly applies to these document types:<\/p>\n\n\n\n<ul class=\"wp-block-list\"><li>consultations and their supporting documents<\/li><li>research and analysis reports<\/li><li>statutory guidance<\/li><li>forms<\/li><li>statistics<\/li><\/ul>\n\n\n\n<h1 class=\"wp-block-heading\">Non-compliance with the accessibility regulations<\/h1>\n\n\n\n<p>Some images do not have a text alternative, so people using a screen reader cannot access the information. This fails WCAG 2.1 success criterion 1.1.1 (non-text content).<\/p>\n\n\n\n<h1 class=\"wp-block-heading\">Disproportionate burden<\/h1>\n\n\n\n<h2 class=\"wp-block-heading\">Navigation and accessing information<\/h2>\n\n\n\n<p>There is no way to skip the repeated content in the page header (for example, a \u2018skip to main content\u2019 option).<\/p>\n\n\n\n<p>It is not always possible to change the device orientation from horizontal to vertical without making it more difficult to view the content.<\/p>\n\n\n\n<p>It is not possible for users to change text size without some of the content overlapping.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">Interactive tools and transactions<\/h2>\n\n\n\n<p>Some of our interactive forms are difficult to navigate using a keyboard.<\/p>\n\n\n\n<p>Our forms are built and hosted through third party software and \u2018skinned\u2019 to look like our website.<\/p>\n\n\n\n<p>We\u2019ve assessed the cost of fixing the issues with navigation and accessing information, and with interactive tools and transactions.<br><br>We believe that doing so now would be a&nbsp;<a href=\"http:\/\/www.legislation.gov.uk\/uksi\/2018\/952\/regulation\/7\/made\">disproportionate burden<\/a>&nbsp;within the meaning of the accessibility regulations.<\/p>\n\n\n\n<h1 class=\"wp-block-heading\">Content that is not within the scope of the accessibility regulations<\/h1>\n\n\n\n<h2 class=\"wp-block-heading\">PDFs and other documents<\/h2>\n\n\n\n<p>We do not have documents that are essential to providing our services.<\/p>\n\n\n\n<p>The accessibility regulations&nbsp;<a href=\"http:\/\/www.legislation.gov.uk\/uksi\/2018\/952\/regulation\/4\/made\">do not require us to fix PDFs or other documents published before 23 September 2018<\/a>&nbsp;if they\u2019re not essential to providing our services.<\/p>\n\n\n\n<p>We will endeavour to meet accessibility standards for any new PDFs or Word documents we publish.<\/p>\n\n\n\n<h1 class=\"wp-block-heading\">Preparation of this accessibility statement<\/h1>\n\n\n\n<p>This statement was prepared and reviewed on 21 August 2020.<\/p>\n\n\n\n<p>This website was last tested on 21 August 2020.
